A major industrial project is taking shape in Garhmukteshwar tehsil of Hapur district. The Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has proposed an Integrated Manufacturing and Logistics Cluster (IMLC) at Km 54 of the Ganga Expressway. The final Social Impact Assessment (SIA) report for the project has been submitted to the government.

The project at a glance

  • Total area: 118.6562 hectares (about 293 acres)
  • Villages covered: Bhaina Sadarpur, Chuchawali and Wahapur Thera
  • Land still to be acquired: 79.0655 hectares of private farmland. The remaining 39.5907 hectares has already been acquired.
  • Estimated employment: 2,000+ direct jobs, per the report

Why this site

The cluster sits on the left side of the Ganga Expressway, next to State Highway 65, with a direct link to NH-9. According to the report, Garhmukteshwar railway station is about 12 km away, ICD Dadri about 50 km and Jewar International Airport about 80 km. In line with the "One District One Product" scheme, the hub aims to strengthen Hapur's existing base in home goods, steel, paper and agro-processing.

It is part of a wider state plan for IMLCs along Uttar Pradesh's expressways, backed by a land bank of more than 5,500 hectares across 28 districts.

Compensation and support

The report proposes:

  1. Compensation for landowners at 4 times the determined market/circle rate
  2. A one-time grant of ₹5 lakh per affected family in place of a job
  3. ₹3,000 per month for 12 months for displaced families and workers
  4. ₹25 lakh per village for common property resources
  5. ₹4.50 crore for drainage, a green belt and community safety works

The report identifies 147 directly affected families and puts the total estimated social cost at ₹245.61 crore.

What's next

The SIA team concluded that the acquisition serves a valid public purpose. It recommended that the process go ahead under the RFCTLARR Act, 2013, provided the mitigation measures are strictly carried out. Landowners can view the report at their gram panchayat, at the SDM/Tehsildar office, or on hapur.nic.in.

For anyone following Garhmukteshwar's growth along the Ganga Expressway, this is a development worth watching.
