The Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has invited Expressions of Interest (EOI) from investors and developers for industrial land along the state's expressway network. Hapur is one of the 11 locations named on the Ganga Expressway.
According to UPEIDA, the call covers 27 Integrated Manufacturing & Logistic Clusters (IMLCs) and 6 Defence Industrial Corridor nodes. Interested parties can apply for tailor-made industrial plots, including plots for defence industries and bulk allotments. Developers can also express interest in building industrial parks under a Public Private Partnership (PPP) model. UPEIDA has published a draft EOI document and a submission form on its website.
IMLC nodes by expressway (as listed by UPEIDA)
The six Defence Industrial Corridor nodes are Agra, Aligarh, Chitrakoot, Lucknow, Jhansi and Kanpur.
The Hapur node
UPEIDA lists the Hapur IMLC at 28.690171° N, 78.067895° E. The final Social Impact Assessment report for the Hapur cluster, prepared for the Hapur district administration, gives the same coordinates. It places the site in Garhmukteshwar tehsil, at 54 km of the Ganga Expressway, across the villages of Bhaina Sadarpur, Chuchawali and Wahapur Thera.
The report gives the total project area as 118.6562 hectares (about 293 acres) and estimates more than 2,000 direct jobs. It lists Garhmukteshwar railway station about 12 km from the site, ICD Dadri about 50 km and Jewar International Airport about 80 km.
Where things stand
The land acquisition for the Hapur cluster is still at the proposal stage. The SIA report has recommended that the process go ahead under the RFCTLARR Act, 2013, together with compensation and rehabilitation measures. UPEIDA's EOI page does not give a submission deadline.
For the Garhmukteshwar region, being listed among UPEIDA's planned industrial nodes is a development worth following as the process moves forward.
